Why did the European Commission delay the application of the essential requirements for RED-DA?
As you may know the Radio Equipment Directive 2014/53/EU1 has established a regulatory framework for placing radio equipment on the single market. It mainly concerns mandatory market access conditions for radio equipment. The Delegated Regulation entered into force on the 1st of February 2022 and was supposed to become applicable from August 2024.
But after evaluating the contributions, which were made by consulting an expert group for radio equipment, the European Commission has concluded that it is not necessary to modify the draft act, but the date of application of the RED-DA shall be extended to 1 August 2025 rather than 1 August 2024. The extension in this delegated regulation responds directly to the request of CEN and CENELEC.
The Commission has decided to find a balance to ensure the smooth performance of the EU market, therefore the extension has been adapted in such a way that the relevant harmonized standards are available before the applicability of the corresponding essential requirements.
If the harmonized standards are not in place with enough time renders compliance with the essential requirements of RED relating to cybersecurity will be very cumbersome for the manufacturers.
But still the challenges for the manufactures remain the same:
❌ Increasing concern about the lack of security of wireless devices in the EU by citizens and stakeholders; and
❌ Manufacturers need guidance for implementing cybersecurity measures in their products.
That's why we have now extended our RED-DA pilot program until the new deadline to help manufacturers to understand:
✅ the security requirements;
✅ how to implement them in your products; and
✅ how the testing and certification process will work with or without harmonized standards.
